Are you saying that the Welcome screen is too big for your monitor or is it actually cut in half?

See what happens if you lower the screen resolution.

So your BIOS POST is full screen? Then the first XP logo is full screen? Then the Welcome Screen comes up half screen?

After the Welcome Screen are things OK?

Is "Half-screen" like "Top half"? "Bottom half"? Side half"? or centered with a boarder?

    Here is a general idea:
Go to Control Panel - Display,
First make sure on the settings page that you have the resolution you
want selected, Then decide whether the size of the Display applet
itself is a sensible size or too small. If it is too small, click the
Advanced on that Settings page, and increase the 'Dots Per Inch' setting
    - Apply and the screen will in a moment redraw to use that new setting,
and the size of the applet will change with it. When you have that
right, you can go to the Appearance page, click the Advanced there and
adjust sizes of individual things (in particular the size for icons and
    the font used for them)

Also what exactly happened here: "Lowered the resalution and get Horz. run away."
