Norton's Protected Recycling bin. If you want to delete the files right click on the Recycling bin and then click on Norton Protect and delete files.
If you want to delete the Norton Protection the option should be in your main Norton options. System Works.

As to a command prompt (as it is known in XP) go to start > run > & type: cmd & OK.
