try this, im guessing ur using XP, because it came out before 2 years ago, first make sure you have good old USB storage device,or flash drive or floppy's or some form of storage, this should help you back up some files you might need, if u have anything thats worth not deleting.
step1) start up your PC in safe mode by pressing f8 several times when your PC powers on, and it will take you to a menu, select safe-mode from this menu. If you see a log-on screen select administrator, if you cant select administrator select an account with the highest priveleges on it.
step2) while in safe mode click "start > my computer" and locate the files you may have on your PC, and place them on your storage device, which should be detected as soon as you plug it in.
step3) after you have all the files, or documents you need, It is wise to reinstall windows again by using the windows setup CD that should have come with your PC. and then put your files back on your system.
If you try to use some antivirus programs or spyware tools, i think you'll get rid of the virus, but since you cant go online to download anything i suggest you re-install because even if thevirus is detected and deleted, chances are there might be an instance of it, or another linked program to it that might continue to spread the virus and possibly damage your systemfiles. Just bear in mind that when you re-install all your personal files will be erased and you might have to install your programs you previously had, so dont forget to get what you need from starting in safe-mode. Good Luck, this should work out.
