Question Right click programs dont work

Hello I am new here so I hope I do this right. I have a windowxp home pc and for some reason when I go to All Programs and go to a program on list and right click it to delete it or open or what ever I want to do I can't. It flickers but nothing comes up. I can right click my desktop and get arrange icons and ect. I even tried a new mouse. That did not work either. Can anyone help me please?

This is the common response to your issue:

You need to enable the "Enable Dragging and Dropping" Option in your start
    menu properties. Follow these steps:

    Classic Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Enable the option "Enable Dragging and Dropping."

    For New Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Click "Advanced" tab and enable the option "Enable Dragging and Dropping."

Let us know if it works for you.

If the option Enable Dragging and Dropping is not available, it's due to a policy setting. For stand-alone systems, try this:

Start Registry Editor (start/run: regedit) and navigate to the following key:

    HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ Explorer

Backup the key to a file.( Instructions )

In the right-pane, set NoChangeStartMenu value to 0.
