whatbrowser are you using?
if your using I.E, open the browser, click tools> internet options and go to the "advanced" tab, at the botom you should see a security section, un-check the box saying "Empty Temporary internet files folder when browser is closed"

You can also go into internet options/content and click the autocomplete button. Make sure web addresses, forms and usernames & passwords are ticked.

Try turning AutoComplete off, restarting, then turning it back on.
Nothing is still working but evertime I do a disk clean up me temporary folders is always empty I feel that all my temporary fileas are going somewhere else.
Right click your C drive under My Computer then Explore then:
C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files

Yes there is a folder it says Content.IE5 and it was under C: windows, temp and temporary internet files. when I went to it the way you told me to i couldn't see local users.
The folder you are seeing does not hold the temp files; only the .dat.
C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files
Local Settings is a hidden folder (sorry for overlooking this).
Go to Control Panel | Folder Options | View | Show hidden files & folders
