Unwanted files I have already removed are being restored after reboot. Note: This is often due to System Restore in Windows.
This problem is caused by the fact that no outside program is able to delete the items in your System Restore folder; manually clear your System Restore folder.
To manually empty the System Restore folder using Windows XP:
Click “Start”, and then right-click “My Computer”.
Click “Properties”.
Click the “System Restore” tab.
Check “Turn off System Restore”.
Click “Apply”, and then click “OK”.
Restart the computer.
Repeat steps 1 through 6, except in step 4, uncheck “Turn Off System Restore”.
After the above steps are complete, create a new restore point:
Go to “Start”, then to “All Programs”, then to “Accessories”, then to “System Tools”, then to “System Restore”.
On the page that is brought up, you have three choices. Choose “Create Restore Point” and click “Next”.
Click “Create", then “Close”. A new restore point has been created.
