This is sometimes associated with malware but could also just be an uninstalled program still set to start looking for it's files.

If the latter try: go to start/run/ msconfig | startup

Look for a rundll line that specifies DOCEOC16B1 & delete it if found.
You could also do a file search for DOCEOC16B1 to see if you can find the associated program.
