explorer.exe (start taskbar and desktop not loading or keeps 'refresing' itself)

Hi all I could use some help again

Im trying to find solution to my problem all day now

my start taskbar and also the icons on the desktop are dissapearing, like refreshing themselves, every few seconds, wich makes it practicly impossible to do anything, it occures especially when I want to navigate through folder son my computer or click on the desktop..

starting up is slow, when it arrives on the windows loading thing, before you can click on your account, and then frequently after logging in, the desktop and start taskbar dont load, I only see my background and nothing happens, only if I do the taskmanager and do as a new task explorer.exe, then it loads, but I get the same problems: the taskbar and dekstop constantly 'refresing'..

I now have tried several times to reinstall (repair) windows, but didnt help
I have run antivirus, it couldnt find anything, I ran ccleaner, and spybot s&d, ad aware, and also ewido security.. also tried a scandisk, and a sfc /scannow

nothing helped... anyone know how to help me?? sure would greatly be appreciated!!!

have you tried a system restore?
did you recently add any new programs that could cause the taskbar and icons to disapear? also to get your taskbar and icons back press Ctrl+Alt+Delete, click "New task" under the "applications" tab and type in explorer.exe it should come back.
or does it just go off and come back on?

That may be due to spywares, so you can do an online scan:

    www.trendmicro.com/spyware-scan

    make sure you close everything.

    also

check Add/Remove Programs and remove the spywares that you think it is.

When you press CTRL + ESC, does the Start menu appear?

Read the instructions at the top.
Then line 164. Restore Taskbar to Default Functionality

Or: line 195. Restore Desktop Icons and Taskbar
