when i press this it does not open the window with processes/programs running/ect.. tabs at the top. i havent been able to use this for weeks. someone help me out.

What does happen?

If you are refering to the Task Manager:

You're running Task Manager in "Small Footprint Mode." Simply
double-click anywhere along the top or side borders to return to a
normal view. Alternatively, pressing <Ctrl>+<Tab> will allow you to
cycle between the various displays, and <Alt>+<F4> will close it.
