On some computers, when I right click on My Computer and go to manage, there is no section for users and groups. Is there any reason for this and any way to get it back?

Which version of Windows XP are you using? If XP Home you have to use the User Accounts via Control Panel | User Accounts
or Start/Run control userpasswords2

If this is a problem in Pro then it is a different issue.

In this case running sfc /scannow would be a 1st check.
