is a firewall or anything else stopping it ?

i get a time out message, the website is one i am registered with and i am attempting to enter a competition using the sites submit system. i have tried uploading with my antivirus and spyware stopped but with the same result. any ideas?

Have you tried at different times? the site may be busy
