Usually when applications fail to respond, XP offers you the chance to send a report to Microsoft and perhaps other software manufacturers(?) to aid potential remedies using customer-led feedback etc. If your question is 'do i send or not send?', then really its down to your personal preference. I have no idea what sort of info is sent with the report.
However, your question stems from a recurring problem, so maybe you should be questioning why your apps are not responding.
Does it actually happen quite alot??

If you can live with it and your not losing lots of unsaved data, then personlly i'd leave it as it is. If its becoming a nuisance, then maybe you should do a fresh-install of the application. One tip: if a program begins to slow up, dont click/bang keys like mad, just sit back and wait to see if it catches-up with itself.

it might be worth a look going to the software makers website and seeing they have had any similar issues and released any patches
