Somehow Internet Explorer no longer shows up in my list of programs when I click on Start, All Programs. It used to be there. Is there any way to get it back on that list?

first try would be a system restore to a known good point.

other points to check:

Search for iexplore.exe and put a shortcut to it on the Start Menu.
Mine is C:\Program Files\Internet Explorer\IEXPLORE.EXE

Right Click on the start button, select Properties / Start Menu then
customize. Under the General tab, make sure the Internet option is selected
in the "Show on Start menu" down there at the bottom.

Add
Browse to c:\program files\internet explorer\iexplore.exe
Assign a name and put it in the start menu
