I don't have Windows XP CD nor the directory "C:WINDOWS\System32\Dllcache" in my PC
did you try this:
Try from Msconfig. Start/Run, type msconfig, click OK. Click Boot.Ini tab,
check /SAFEBOOT. When you restart you should be in safe mode.
Of course, it will continue to start in safe mode until you uncheck it.
what sort of recovery or repair disks came with your pc?

Also i am having problems with installing programs because it gives me and odd blue screen then freezes.
Is there any other method to fix the problem without using "Safe Mode"
cant help but to think the safe mode problem isnt related.
what happens when you change the boot.ini to safe mode?
do you have a recovery cd for xp? any disk? can u borrow one just to run scannow?
you can try to run chkdsk:
start > run > cmd
in the new window type chkdsk/f
when prompted to run on boot choose Y & reboot
this will check for & fix any disk errors.
my only other thought is to save the program to your disk then try to run the setup.exe choosing a custom install. Picking & choosing certain items & locations might change things.
Same thing, when i reach the welcome screen it restartswhat happens when you change the boot.ini to safe mode?
