I've already replaced the bad hardware. But most definitely I'll let you guys know ^-^. Thank you sooo much for the help!

i think it is part of my current situation. But I'm not entirely sure. I had to replace my motherboard and keyboard. He said it wasn't something that somebody did (because i have some VERY sticky fingers in my house)

Anytime you change a motherboard you need to Clean Install Windows.
Too true. Not only will there likely be all kinds of conflicts but it also freaks windows' software licensing out because it thinks that you copied it to another computer. This is even when using the same exact model. Have you reinstalled since then? What was wrong with your motherboard? That is a really drastic move. Did he tell you why to? I'm afraid that he might have been taking a shortcut (for him) to fix the problem. I'm starting to wonder if you are going to the right person.

He installed the motherboard first. I still had the same exact problems. That's why I took it back and he did a clean install. He said the motherboard had something wrong with it, like it had this problem from almost when I bought it. I'll call him and ask him specifically. He didn't really give me a specific answer

He said it was a problem that came with the computer when I bought it. Nothing I did. I don't know. I bought it used, well kind of.
