Safe mode and regular mode not working

Yes I've just gotten my computer for about a month and everything worked fine then one day it gave me a blue screen that only popped up for like three seconds and said a problem has been detected and windows has been shut down to prevent damage to your computer. If this is the first time you have seen this error screen restart your computer and follow these steps: check to be sure you have adequate disk space. If a driver is identified in the stop message. Disable the driver or check with the manufacturer for driver updates try changing video adapters. Check with your hardware vendor for any bios updates. Disable bios memory options such as caching or shadowing if you need to use safe mode to remove or disable components, restart your computer, press f8 to select advanced startup options, and then select safe mode. Then it says technical information and then it begins dumping physical memory to disk then restarts. I wen't to safe mode and deleted some stuff and it worked for a few days. Then it did it again then I went to safe mode and did a system restore and now safe mode and regular mode just give me a blank screen with a mouse and thats it nothing happens. And I want to atleast get my computer so i can see my files and stuff and start to put them on a drive or flash. Can anyone help me or tell me what to do.

Do you have a Vista installation disk?

If so pop it in, boot from disk then choose your language settings, and then click Next.
    Click 'Repair your computer'.
Select the Vista operating system you want to repair, and then click 'Next'.

On the System Recovery Options menu, click 'Startup Repair'. Startup Repair might prompt you to make choices as it tries to fix the problem, and if necessary, it might restart your computer as it makes repairs.
