You have a piece of software already on your computer that could probably do a decent job in creating a picture slideshow - Windows Movie Maker. You can simply import all the images you want, drag them to the timeline, and add transitions between each image if you want them. The version with Vista allows you to burn the finished project directly to DVD. Move Maker is sometimes criticised, but I really do think it is a useful little app and perfect for your project.

Damn Microsoft, the DVD writing features are only available in Vista Home Premium. Never fear though, there other ways of doing it. Obviously there is the option of creating a video CD which will play in most DVD players.

The other option is to Save the video file to your computer. You obviously want the best quality possible, so in the Movie Settings dialogue when exporing the video file (this may slightly differ in Vista, I'm doing this from XP), select Other Settings instead of Best Quality Playback for My Computer. From the drop down menu, you are looking for High Quality Video followed by the native format in your country. I'm not too sure what it is in Australia, in the UK its PAL and the US NTSC, so I'd select High Quality Video PAL and then export the file.

To burn this file to a DVD so that it is playable in a player, you need DVD Authoring Software. I've just found DVD Flick which will enable you to burn the exported file to DVD. This is Open Source software and free to use, but it isn't very pretty to look at. It will do the job you need however and is relatively easy to use.
