Am trying to tune-up my computer and i saw this very unfamiliar item on my program list. i would like to know if this is a safe to remove this program..

I don't know what that is - it appears to be Turkish. I would go to the folder location and rename the folder, leave it for a few days and see what happens. If something breaks, rename it back. I suggest simply adding delete-1-8-2012 to the folder name so you don't have to remember the original name, and so you know how long it has been renamed.

BTW, computer "tune-ups" often result in a broken computer. Make sure you have a good backup of all your important data.
