My ASUS laptop has 2 partitions C & D can I make the "D" partition smaller and extend the "C" partition without loosing my programs and files on the "C" partition?

Yes you can. There are several programs that allow you do this - some free, some not free. I have used the free EASEUS Partition Master Home Edition on several occasions with no problems.

That said, any time you mess with partitions, there is the risk of something going wrong, so always back up your data first.
