Unhappy Can I insatal OS remotley? (NO SIG TO MONITOR)

Today I tried to fix one of my 'project' pc's, something that crashed a while back that I've had neither the time or the tools to fix. Its an Acer Aspire desktop that crashed due to infection while running 64bit Vista, that I want to install with either the (GENUINE) 32 or 64 bit Windows 7. When I first dragged it all out and put it together I got a very 'sketchy' signal to my monitor, it was all black and white, grainy, and broke up by tons of vertical shifting lines.
And that was the best part. After checking all the connections and wires wee clean and functional I've tried again but now there's no signal to the screen whatsoever.

I'm praying that somehow I can do a fresh install remotely from my laptop but I cant find anything to inspire me here. I have no external memory devices at all but I do have a laptop, access to another desktop and a external disc drive, as well as plenty of extra wires for everything.
    Any ideas?

I would try another monitor to make sure that is not it. Then, before attempting to install Win7, make sure the hardware is compatible: Windows 7 Upgrade Advisor

Do you get a clean display if you boot to BIOS Setup/ If not then either the video card/chipset is bad or the display is bad.
