I would like the rest of the world to be able to view my site but don't know how to change the settings? so if some one in India wants to view my site, they can do in their own language.

Yo would actually need to translate your sites text. Look at some of the larger corporate sites and you will see they give the user a choice to view in their own language. Something like this is quite time consuming/costly to do.

Alternatively your users can use web translation software to view your site and manually translate the text themselves.
