You may have disabled a number of running processes. The use of MSCONFIG could be hiding the very items that we may need to fix. As a minimum, please re-enable any items that contain folder PATHS as follows:
\Application Data\
\Applica....\
The following tool will not necessary fix any or all of your popup issues but will at least provide potentially valuable diagnostic information:
Please Download NoLop to your desktop from one of the links below...

Link 3- First close any other programs you have running as this will require a reboot
- Double click NoLop.exe to run it
- Now click the button labelled "Search and Destroy"
<<your computer will now be scanned for infected files>> - When scanning is finished you will be prompted to reboot only if infected, Click OK
- Now click the "REBOOT" Button.
- A Message should popup from NoLop. If not, double click the program again and it will finish. Please Post the contents of C:\NoLop.log along with a fresh HijackThis log
--If you receive an error, "mscomctl.ocx or one of its dependencies are not correctly registered," please download mscomctl.ocx to your system32 folder and then rerun the program.
Let us see/review what is loaded on your PC:- Run HijackThis and Click Open the Misc Tools section button.
- Then click the Open Uninstall Manager… button.
- Click the Save list… button. Save uninstall_list to your desktop.
- Open the Uninstall list file and post in your next reply, please.

Is the LOP popup issue now resolved?
The following directory is often the kind of suspect location to harbor popup triggers or other malware. Can you list what EXEs and/or DLLs may be found in that directory?:
C:\Documents and Settings\All Users\Application Data\Proxy Long Chin Ping

It Seems to have stopped, or slowed down atleast, havent had a popup in about 20 minutes so, before they were popping up every 5-30 seconds. The only file in that C:\Documents and Settings\All Users\Application Data\Proxy Long Chin Ping folder is "Download copy.exe"

Potentially, there may have also been a related O4 entry for this in the HijackThis LOG which you may have disabled in MSCONFIG and thus hiding such an issue.
