is this proxy server necessary in IE at Tools > Internet Option > Connections LAN Settings http://localhost:9100/proxy.pac, don't know what effect it has on Firefox which has also stoped working so i uninstalled it,

and now with Opera it gives an error message "Automatic Proxy Configuration failed. Proxy Configuration is automatically disabled for this session"
so is this proxy server necessary? what must be done to get IE & Opera to work ?
