    ICS not starting and no browser capability help needed.

    Below is a thread that I have had with jephree... he directed me to send my Hijack This log file. It is shown at the bottom

    Please note that I have run Spybot, but the problems listed below have shown up after reboot.
    Also note that I have installed Zone Alarm because I was afraid of continuing without any firewall support.

    I am using Windows XP SP2 and in the Security Center I click on Windows Firewall. I get the message
    "Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing IICS) service?

    I run Services.msc from the Run window and in the Services (Local), the ICS has a Startup Type of Automatic, but it is not started.

    After I click yes in the message prompt, the ICS starts.

    When I click on Windows Firewall again, the On is grayed out, Off is selected but is also grayed out. At the top of the window it says For your security, some settings are controlled by Group Policy.

    I type gpedit.msc and under Local Computer Policy>Computer Configuration>Administrative Templates>Network>Network Connections>Windows Firewall and for both the Domain Profile and the Standard Profile I have Windows Firewall:Protect all network connections Enabled.

    A few questions...

    1.) Why is the ICS service not starting when it is set to automatic?
    2.) Why is the firewall not shown as on?
    3.)Is the firewall turned on or off?

    I am investigating this because I am unable to access webpages. I can ping the locations, but can not open them in Firefox or IE7.

    I have a connection to my Cable Modem through a wireless router. My hardwired computer is having the problems. My wireless laptop has no issues accessing the web pages.

    Another error that I have noticed in the Event Viewer recently is...

    Event ID:7023 The Computer Browser service terminated with the following error:This operation returned because the timeout period expired.

    I also am getting a warning Event ID 4226 TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempt.

    Sorry about the longwinded description, but if anyone can help I would greatly appreciate saving what little hair I do have left.

    I performed all of the steps, including running Spybot S&D. When entering the firewall section I am still getting the ICS service is not running and the Firewall is grayed out and OFF is selected.

    I fixed the selected problems in Spybot.

    After my restart and noticing that my firewall seemed in the same state, I reran Spybot and the same problems showed up again.

    This just in...

    After a reboot and Zone Alarm starting up, it asked to allow Services.exe to access the internet?. Not sure exactly, but I denied this and now my browser seems to be working.

    Don't know if this helps, but I am wondering if services.exe is part of my problem.

    That may not be the end of your potential issues.


    You should consider, at least, stopping the associated service:
    O23 - Service: Windows Event Services (SERVICE32) - Unknown owner - C:\WINDOWS\system\services.exe
    Stop and Disable a Service
    • Go to Start » Run » type: Services.msc » OK.
    • Scroll down and find this service: (bracketed service name{s})
    • Double-click on it.
    • Under the General tab, click the Stop button.
    • Then change the Startup Type to Disabled.
    • Click Apply and then OK.
    Next, consider doing the following at some later point:
    • Run HijackThis.
    • Click on ’Open the Misc Tools section’.
    • Click on ’Delete an NT Service’.
    • Enter the (service name identified in brackets) into that field (make sure there are NO spaces before or after the name):
      service name(s)
    • Click OK and select NO when asked to reboot.



    Locate and submit the following files to http://www.virustotal.com/ for their immediate feedback and post any reported infection results back here. You can paste the complete file path into the text box or otherwise browse to the file in question, if necessary:

    C:\WINDOWS\system\services.exe

    -I found the service named "Windows Event Services". The path to the executable is "c:\WINDOWS\system\services.exe".
    -I tried to stop the service, but in the General Tab Service Status is"Started", but the Start, Stop, Pause and Resume are grayed out and do not allow for selection.
    -I set it to disabled.

    I was reluctant to do the following
    * Run HijackThis.
    * Click on ’Open the Misc Tools section’.
    * Click on ’Delete an NT Service’.
    * Enter the (service name identified in brackets) into that field (make sure there are NO spaces before or after the name):
    service name(s)
    * Click OK and select NO when asked to reboot.

    -Did you want me to enter "SERVICE 32" as the NT Service to delete.

    I checked the path "C:\WINDOWS\system\", but there were no files called services.exe or lo31.exe

    there is a file called services.exe in the folders c:\WINDOWS\system32 and C:\WINDOWS\ServicePackFiles\i386. Both of these files show dates modified as 8/4/2004.

    Therefore, I have not submitted anything to http://www.virustotal.com

    -Did you want me to enter "SERVICE 32" as the NT Service to delete.
    That is an optional step for later should you choose to do that. You seem to have found that that service is not wanted and creates issues that need to be blocked by a firewall. The process below is attempting to confirm specific infected files for possible further clarification.

    I checked the path "C:\WINDOWS\system\", but there were no files called services.exe or lo31.exe
    The files in question may be hidden:

    You also need to locate and submit lo31.exe to VirusTotal. It is probably not a legitimate file, either.

    Start the search at Look in: C:\ (Start>Search or use WINDOWS+F KEYS).


    Proceed with "SERVICE 32" as the NT Service to delete. Post a revised HijackThis LOG. Do you still have any apparent/obvious problems?

    Please disable the ‘active protection’ components of the following application(s), as it/they may hinder the removal of some entries. Otherwise, certain cleaning attempts may be wrongly recognized and blocked as hijacking attempts or other potentially inappropriate behavior. You can re-enable such tools after your computer is clean.


    Disable Windows Defender
    • Open Windows Defender
    • Click Tools
    • Click General Settings
    • Scroll down to Real Time Protection Options
    • Uncheck Turn on Real Time Protection (recommended)
    • Close Windows Defender


    Disable Spybot Search & Destroy (Teatimer)

    1) Run Spybot-S&D
    2) Go to the Mode menu, and make sure "Advanced Mode" is selected
    3) On the left hand side, choose Tools -> Resident
    4) Uncheck "Resident TeaTimer" and OK any prompts
    5) Restart your computer.




    Read over the following directions. Ask if anything appears unclear to you.



    Clean out TEMPORARY FILES procedures:
    To clean your temp folder, recycle bin, etc..please download this free tool:

    CCleaner http://www.ccleaner.com/downloadbuilds.asp

    Install Options:
    • Don't install any Toolbars, or other programs, should it ask you!
    • Just uncheck the option of installing the Yahoo toolbar.

    It will put a shortcut on your Desktop.

    Do not run CCleaner until requested later.





    We will be restarting into Safe Mode later on in the fix and you might not be able to access the Internet. Accordingly, it is probably a good idea to print out the following directions or copy them to a text file on your desktop using NOTEPAD. Read these instructions carefully and feel free to ask if you're unsure about anything.

    SELECT HijackThis FIX ITEMS: Scan with HijackThis and place a check next to these items:

    O4 - HKLM\..\Run: [STRTAS] lo31.exe

    Make sure that all browser windows and internet links are closed, even this one!
    CLICK ’FIX CHECKED’ with HijackThis.



    HIDDEN FILES: To make sure you can see all hidden files, please follow the directions here

    SAFEMODE: Boot into safe mode by tapping the F8 key at restart and choosing 'safe mode' menu option (explained here if needed).



    Delete TEMPORARY FILES: Now, use CCleaner to hunt down the most common temporary file locations and the temporary file clutter contained therein (and of possible malware hiding places):

    Run CCleaner .

    FIRST-TIME USE:
    Select the ‘Options’ BUTTON option (top LEFT), ‘Advanced’ BUTTON, and then UNCHECK the ‘Only delete files in Windows Temp Folders older than 48 hours’.

    Select the ‘Cleaner’ BUTTON option (top LEFT), if not already selected. Use the ’Windows’ TAB up front by default.
    • Uncheck ‘Cookies’ option (advisable)
    • Optionally, Uncheck ‘Recently Typed URLs’ option (potentially still useful)
    • Click the ‘Analyse’ button.
    • Thereafter, click ‘Run Cleaner’ after you have reviewed what it proposes to clean.

    ***** Clean out the Recycle Bin for items removed below, ONLY once you have regained the full functional use of your PC.




    Navigate to these files or folders using Windows Explorer (OR Start -> Search) and delete (if present):


    DELETE FILES:

    POST A REVISED HIJACKTHIS LOG for review:
    Reboot and post a new HijackThis log with any feedback as appropriate - how things are now behaving: any new or remaining apparent issues.
