Did this just start happening?
The Zotob worm that was released this week results in this behavior although it was mainly being detected in corporate networks.
There is a patch at Windows Update & also Symantec released this yesterday:

Try Safe Mode.
If that doesn't work what type of 2000 disk does she have?
What is the make & model of the computer?
Another shot in the dark is to completely unplug the computer for a bit & try again.
She tried safe mode, can't do anything either. She is now trying to use an installation cd and can't decide whether to choose a "set up windows" or "repair Win2K installation"

HP Pavillion 7500, 384 RAM, 40gb Maxtor running Win2k, 160GB seagate (127 visible), floppy, cd-rom, cd-rw, dsl
I did unplug it, I even looked inside checked every connection, turned on - doesn't work.
if i press F8 it gives me a startup options but none of them works - i've tried safe mode and last known good - it hiccaps and reboots not going further then "windous 2000 professional" screen with blue little squares at the bottom showing the start up process..., and then again... and again...
Now i'M IN THE PROCESS OF BOOTING IT UP FROM THE INSTALLATION cd AND NOT SURE WHAT OPTION TO CHOOSE...
Try Repair for starters.
