I used a program called l2mfix which went through and deleted automatically all the files which were a problem in the WINDOWS/system32 file and that got rid of the pop ups and C++ buffer overrun error message.
I then re-installed Norton and that got rid of the Windows Installer update on startup.

Hehe it's odd how somethings work out after looking at what
you just posted i was like huh so i went back had a look &
there it was right under the 016 downloaded Programs file
kick me.but bottom line is i am happy that all is good
but please please make sure to update the Virus scanner

popular programs for doing this, is a freeware program Called Crap Cleaner. Crap Cleaner is a single utility that lets you clear your Cookies, Internet Explorer History, Empty the Recycle Bin, Uninstall Programs, Clear Usage Tracks and much more.
