I don't think it's a problem amongst the forums, it seems that everyone else is fine and haven't occured to the same problem. We would have heard about it by now otherwise.
Yeah, haven't had much to use the internet for, for the past few weeks - so i've been finding things that interest me (hence the pic to match this thread).
I got it again today!!
I went to reply to a post, and the quick reply box wasnt there. I clicked on post reply, and got the same screen again. I logged out, and back in again, and still the same.

I've had this message before, and i referenced it to my being in the Forum section "Spyware, Adware, Viruses and HijackThis Logs". I assumed that because I didnt start the thread, I was being blocked out so that only a Moderator could reply and it would help filter out spam from multiple responses.
