By posting here you have access to the internet via your ISP.

This web site is running on a server that we all have access to. DAL pays for this server.

Even servers need to pay an ISP.

Are you asking if you can be your own ISP?

If so: no. There has to be some source and although anyone can try to setup a new ISP you are talking about "billion dollar" companies.
