Did you not read the terms of use when you signed up? Under section B you'll find as follows:
4. Discussing P2P file sharing programs such as Kazza and Imesh is fine, however PLEASE DO NOT ask for any assistance in using, finding or sharing files using P2P programs. As many of you are aware, these programs can be used to share copyrighted material which is illegal.
The moderators here are quite strict on these policies and this is especially true for programs that you normally would have to pay for. If you are having trouble getting a game trough steam I strongly suggest that you contact steam. If it is not available through steam then perhaps there is a reason such as the publisher doesn't want it to be available through steam. You should be able to get it thorough the publisher's website or from a store however because of this site's terms users can't help you with that, at least not through this site. In addition some games require the cd for game play even if it is installed on your computer. I hate to be this way but the administrators do have the right to shut down users' account.
Regarding the terms and condition, I'm not too sure though if Rapidshare can be considered as a P2P program. It's basically just a file server isn't it?
However, I've no idea what files you're looking for but I do recommend contacting Steam support. Their support team is quite efficient at their job.
Also, regarding the Source SDK, have you tried following the instructions here? SDK Installation - Valve Developer Community
The point is that we can't help help a user get, for free, programs that someone would normally have to pay for which is technically illegal. We also can't help a user get copyrighted code. This is in a sense a disclaimer for the company running this site & anyone who values their standing on this site shouldn't help to do so because they can terminate our account. This is regardless of the source type.

It really depends on how you phrase what you have said. If you've said that the Source SDK isn't allowed to be distributed outside of using Steam, that would've been different than saying P2P software usage isn't allowed to be discussed on this forum. I do agree and understand what you mean by files that are copyrighted should not be distributed illegally, I was merely pointing out that Rapidshare isn't a P2P software.
I think to avoid misunderstanding, perhaps the next time such a situation arises this term would be more appropriate than the one you have quoted. Also, I apologize for misunderstanding what you meant. It seemed a little bit off to me.

Why are you so hung up on the P2P? The point of that isn't the P2P, it is using any source to provide programs for free that aren't free. Or worse copyrighted source code for closed source software. Plus people can taint shared files with malware.
I'm not "hung up" on P2P. I thought you mistaken Rapidshare as a form of P2P and thought it would've been a good idea to inform you otherwise.
I was just pointing out that based on the terms of use any sharing non-free software through any medium is illegal & if doing so using this site in any way they can get their account terminated. I'm going to end this discussion with that.
