Hi there I did what sleepywood.net said. It has worked on my computer before I have installed my latest drivers and I can't update to DX 10 because I ain't got vista. I have a Dell computer.

That error indicates your drivers are not adequate.
DirectX 10 is not needed as long as you have DirectX 8 or 9 should be fine.
If it worked previously then the drivers are not adequate or else your card is damaged or else MS has upgraded beyond your card's capability.
What is the difference between when it worked and now?
Did you reinstall XP?
What is the exact model of Dell? What is the make and model of your graphics card?
Did you uninstall the old drivers before installing new ones?

I did not reinstall XP but I did do system restore since it worked my monitor just went black and I resetted it here is my monitor settings
Res: 1024x768
Dell Model: Optiplex GX260
Graphics
Intel(R) 828456G/GL/GE/PE/GV Graphics Controller

Obviously some video (graphics) failure.
Do you have an independent graphics card or are you running off the motherboard?
Did you reinstall the drivers? Did you uninstall the old drivers?

You need to reload your graphics drivers.

I FIXED IT!!! I had the wrong color settings and stuff I went to display then advanced and then I can't remeber where I went.
