It means you need a Graphics Card. That means you need at least around $50 USD if not more like $100.
Then you need to open your computer and plug it in.
In order to know what type of card will fit your computer you need to ID your Motherboard.
If you want to do this this tool will show it under Main Board > Motherboard > Make & Model:

I don't think there is any download of Vista. But if you install it then install Vista drivers for your graphics card it should work.
Windows Vista is not going to run on many older computers so check the compatibility prior to buying it unless you are buying a new computer.
