I am currently running Windows 2000. I need to upgrade to Windows 2007 or newer. When I download the systemstates I need Windows XP or newer. Any suggestions?

I suggest you run Windows 7 Update Advisor which will soon sort out if your system is capable of a Windows 7 installation.
