Maintenance Wizard Finds Errors But Won't Correct
MAINTENANCE WIZARD/ GETS TO CHECK HARD DRIVE FOR ERRORS AND IT SHOWS THAT SCAN DISC FOUND ERRORS. I CLICK TO CONVERT LOST FRAGMENTS BUT IT WON'T DO ANYTHING. I THEN TRYED TO GO TO SPEED UP MOST USED FILES AND IT COMES UP WINDOWS CAN'T DEFFRAG THIS FILE BECAUSE OF ERRORS CHECK HELP FOR INST. FOR ERROR REPAIR. SO THEN IT COMES UP CANNOT OPEN FILE : WINDOWS chm::/IDH_DISK_logical.htm :

Unless you already know that you've got corrupted documents that you want to try and recover, then the chances are that converting lost fragments to files will just leave you with a load of files that are rubbish and no use to you. I would go for the 'delete lost fragments' option. That might help.
I've done a Google search for that HTM page (which is a page from the Windows Help file that it's trying to show you) but it only returns one result, which is in Chinese!
If you've got errors, then Scandisk shouldn't be able to do much to make it worse. I would suggest playing about with its different settings to see if you can get it to run properly.
Have you run an up-to-date anti-virus check? Would be worth trying.
If all else fails, it would be worth going into the BIOS (keep pressing F2 as soon as your PC switches on until a bright blue screen appears) and then use the 'Auto-detect hard disks' option. Warning: Do this at your own risk - if it doesn't detect your hard disk, your PC won't start up any more!
