Unhappy NT display colors wrong, on .jpg pics , looks blocky and pixelized

Can someone offer some ideas, as to why the images on my display look blocky and pixelized. The areas on the browser [IE5.5] where solid color should be, are indispersed with crossed lines, and dots. The resulting images look grainy, and flesh tones on people come out as grey gradings. It makes it very hard to read small text on the netpage.

I have tried all options in the control panel for the display.
The auto detect has come up with a
"VGA compatible display adapter" and my computer is a IBM PC300.
[old but as much as I can afford!]
I have a 17'' LEMEL Monitor 17AG-A display, and the driver is a
microsoft V4.00,4.0.0. I have tried another monitor, which displays the same ill effect. All jpg images on FDD and CD rom disk are also ill effected. Any ideas?
Desktop icons look perfect, and gif files are ok
