I am trying to do a System Restore for the beginning of 2009 year to present.
I am trying to restore to a earlier date and time and can't.
I am trying to create a restore point and can't.

HELP???????????????

Windows 98 doesn't have System Restore per se.
Your only choice is this:

Click Start > Shut Down > Restart in MS-DOS mode.
At the command prompt, type "scanreg /restore" (without the quotes).
Note that there is a space after scanreg.
You'll be given a choice of dates.
Select one and click Restore.
