Do all Remote Administration programs have viruses in them? If so, does Antivirus always pick up on them?

No they don't !! And, to answer your second question, no they probably don't !!

Any remote administration programs which contain spyware, adware, backdoor trojans and other nasty stuff might be beyond the reach of some anti-virus packages. Some will only detect viruses - malicious mini-programs of a specific type. They might miss other kinds of "security threats".
