Outbox is trying to send an email, but freezes. Tried to go into outbox to delete the message, but no message is showing. Since it tries to send whenever oe is started, and then hangs, cannot receive new messages.
Would it help to reinstall oe from microsoft website?
Any suggestions will be appreciated.

Do a Search for .dbx files. These are OE files. You will see Inbox; Outbox; etc.

You can delete these files and they will be created a new the next time you open OE.

You can try just the Outbox or you can delete all.

All data (e-mails) will be deleted! So if you have e-mail you want to save move it first.
