Kernel32Error

Kernel32Error
I am having a problem getting a program to install. I previously used Picasa2; from Google. I wanted to install the alternate program allowing me to make web pages for easy viewing of my pictures. After it downloaded, it tried to install and said it found another copy of the Picasa and should it overwrite it; I said 'yes'. It extracted a file that said to put into the system folder; at which time I did....
When I tried to open the Picasa2 application I get the following message:
"The Picasa media detector.exe file is linked to missing export kernel32.dll: move file with progress w."
Also a box pops up with the following message:
"A device attached to the system is not functioning"
************************************************
Also, I cannot run ScanDisk...it gets hung up and won't run.
I would appreciate some help. I want to keep the pictures within the Picasa2 program; but if I need to will regretfully delete it....
Thanks,
Rosalie

I solved the problem by uninstalling Picasa2....there is a option to keep all the pictures if reinstalling....this seemed to remedy the kernel32 thing....saddly my scan disk doesnt work either !!
