Each time I've had to totally reinstall W98SE, this file comes up missing and I keep getting an error window on each startup. I've tried extracting from W98 CD, but it isn't found there. Where is it? Where can I get it? How do I get rid of the annoying error msg?

There seems to be a relationship with this file and AVG-Free anti-virus. When I tried to restart after installing AVG and the error msg appears, I get the dreaded blue screen fatal exception and startup stalls. After removing AVG, the computer boots, but I still get the missing file error window????

I gather Windows is starting?
