Installing a New WIN2K Domain Controller

I work at a small office and we are replacing our domain server with a rack mount win2k domain controller/server. At the moment I have been trying to run it like this. My plan was to put the new server on the domain and set it up as a secondary domain controller, and eventually promote it to primary Domain controller. So I get the computer to join the domain, but when i restart the computer and try to join the Domain (I created a user in administrator group and gave all appropriate rights, and privileges) it gives me interactive logon errors both over the domain, and when i try to log on locally. I have tried using the NTRIGHTS, command line program and still nothing works, i got an "open point" error. So this forces me to re-install windows because i get locked out of it. Is their another way to set this server up..keeping in mind that we do have a VPN running in the office so a few people from across the country are view our servers as well, and we want their down time to be minimal.
