Unhappy stmgr has caused an error......help?

I got this message on my computer:

"stmgr has caused an error in KERNEL32.DLL
    stmgr will now close"

I can log onto windows, but after i put in my password, nothing happens. It just freezes....no icons, no start menu. My computer actually freezes. How can i fix this?

Try booting into Safe Mode by repeatedly tapping the F8 key after your BIOS POST but before Windows starts. Or hold the Ctrl key during this same period.

Then try: Start last known good configuration.

If that doesn't work try Safe Mode then System Restore.

If that doesn't help do you have your ME CD?

Were you able to get into Safe Mode?

    If so follow this path:

start > All Programs > Accessories > System Tools > System Restore

    Or Start/Run/ %systemroot%\system32\restore\rstrui.exe

I got into safe mode, but it freezes. The icons don't show up. There's no doing anything AT ALL. The "Start" thing can't be done cuz there's nothing at all at the desktop except for the background.

Try Safe Mode with Command Prompt only. Then:

    1. At the MS-DOS prompt, type cd\windows\command, and then press
ENTER. Where windows is the name of the folder in which Windows is
    installed.

    2. At the C: prompt, type scanreg /restore, and then press ENTER.

    3. Select the previous registry you want to restore, and then press
ENTER.NOTE: A properly working registry has the word "Started" next to the
    date.

    4. When you receive notification that you restored a properly working
registry, press ENTER to restart your computer.

If this doesn't work you could try a ME boot disk and then try the above:

    http://bootdisk.com/bootdisk.htm

Outside of this I think you are going to need a ME CD and a working CD drive. Sorry

I tried that the first time, but it didn't work. That was before i knew that i had to type C:.

But i don't know if it's fixed since whenever i start the computer, it shuts down a few seconds after. is there any way i could fix this using a floppy disk ms-dos?

I might try to restore my computer. How do i do that using my dos disk? Obviously, i can't get into windows
