WIN98SE 2- Hard Drives
I now have 2 Hard Drives installed in my PC (750 with 384MB). The second one I plan to use for storage. It was formally the primary HD in the Computer. What elements/Programs/Dlls/etc do I need to LEAVE in this second HD in order for it to operate?

If you mean the "old computer" from which it came, and it's now in a different computer for use as a secondary storage drive, you don't need to leave anything on it unless you have personal data files, pics, documents, text files, etc.
If there's nothing on it you want, you can format the partition (drive) and start with a clean drive.
Just install it in the system paying attention to Master/Slave jumper settings depending on where you are placing it, and it should show up in your POST and in windows explorer (My Computer) as a new drive letter. Just right click on it and choose format.

The Computer is an old one. "The old one". The "2nd" Hard drive usta be the First one. I just moved it to the 2nd position, installing a higher capacity hard drive (new) as the first. My question is, since the secondary hard drive still contains all the original programs that were part of the Win98se OS, can I deleat any of that stuff.? (Like cabs, etc). I am sure I can remove any added programs I had installed.

Yes, you can just format the drive if there's nothing you want off of it. Your O/S (Operating System (Win98)) should be running off of the newer larger capacity drive ( C: ).
