To get on the Internet you just need an Internet Service Provider (ISP).

How are you on the internet now? Do you want to use this same connection? Are you asking about networking? Or are you having specific problems with the old osborne computer?

The public support offered my Microsoft runs out on 98; 98SE; & ME in July but that has nothing to do with their functionality. Microsoft will just no longer offer updates or technical support from their base:

Windows 98, Windows 98 Second Edition, and Windows Millennium Edition Support ends on July 11, 2006
