    machine reboots instead of closes

hi guys. i recently aquired my father in law's old pc with windows 98 installed and thought it would be good for a friend's son to do his homework on. i uninstalled lot's of unneeded files and folders and everything works fine apart from when i choose shut down. it has shut down ticked but the machine reboots instead. when i press cntrl alt and delete there are six running programs: they are, explorer stimon systray rundll ctmix32 and qttask.
i've read the boards and can't find this exact problem so any help wouls be much appreciated.

ps this machine has no internet connection at this house. i am using my machine to write this.

    thanks

have you any discs thats came with it ?

the running programmes are windows except

    qttask is quicktime
    ctmix32 is Creative soundcard

    I found this

If Windows won't shut down at all, run the Startup and Shutdown Troubleshooter . To launch the troubleshooter, select Start (In Windows 98, click Search). Type shutdown troubleshooter, press Enter, and select Startup and Shutdown Troubleshooter

my machine will not find shutdown troubleshooter. i press start, find files and folders in C: and it comes back with nothing. do you think if i reinstalled win 98 it would cure this? then i remembered i only have my old win 98 disc, and not his. he's passed away now and i don't know where his other stuff went. could i do a full uninstall of the old win 98 and then install mine, ( i'd have to have full guidence on this) or would this be like a sledgehammer to crack a nut.

i look forward to your reply.

do you know what make the PC is? if you format and reinstall win 98 you may have problems with graphics and sound and maybe other things

yeah i thought it wouldn't be a simple job. it's just if i give this machine to someone i'd like them to be able to close the machine down without just switching the whole thing off. so keep thinking y'all. any info on a possible solution would be much appreciated.
