My daughters computer comes on and goes through the Windows and then to main screen. No Icons or tool bars of any kind, How can I get it to go farther so we can get online?

Start the system with a 98 Boot Disk. Choose without CDROM support. At the end of the boot when you get the A:\> prompt, type in scandisk c: and hit Enter. When complete, remove the floppy and reboot.

If the system doesn't start normally, you can try a registry restore. Boot the system with the bootdisk as above. At the A:\> prompt, type in scanreg/restore and hit Enter. Choose a date that it was last working. When complete, pull the floppy and reboot the machine.
