My mother has this computer that ask for a boot disk, whick she doesn't have. Is there any way to get around this without her having to go out and pay another.

More detail would help. She starts her machine & then what happens? Does the BIOS POST clear? When is she prompted for a Disk? Has she tried safe mode? Tap F8 after BIOS POST clears. What is the exact wording of Disk request?
You can create the 6 floppy setup from http://www.bootdisk.com/
Then press R after setup to enter the Recovery Console then:
To repair a damaged Boot Sector at the command prompt type FIXBOOT and press Enter. Then answer "Y"
But alot depends on the details of what exactly is happening.
After going on another company and creating a MS-DOS Startup Diskette, I’m left with a screen “A:\>”. What does that mean? Or what should I do? Her running system is Millennium.

Abort, Retry, Fail? - Usually you will get this error message if you are trying to read a disk that is not readable of if no disk is in there
Not ready, reading drive X - Attempted to read a disk that is not readable or there is no disk in that drive.
