Bad command or file name when entering format c: /s

I am trying to reload Win98. I was able to boot up from a boot disk and run fdisk to delete and then create a new primary DOS partition. However, when I reboot and enter at the A:\> prompt, format c: /s , I get the following message, Bad command or file name . What am I doing wrong and how to I do it right? Thanks very much.

    to start with:

Try typing dir and hit enter. Then look for a program called "format.com" on the floppy disk. If that isnt there u cant format using that disk.
In case there are a lot of programs and the screen scrolls too fast for you to read type dir/s instead

The file is not on the boot disk. Can you suggest a site where I can download it? Thanks.
