I expect that PTSNOOP is related to the 'VGA palette snoop' setting in the BIOS and, therefore, keeps being automatically re-instated by Windows each time you start the PC.

Restart your PC and go into the BIOS. To do that, press F2 and Delete on your keyboard alternately every second as soon as the power comes on on your PC. After a few seconds, a blue BIOS screen will appear. There will be a description at the top or bottom of the screens to say which keys work in your particular BIOS. Normally, the cursor keys are used to scroll around the different menus and the Enter key is used to accept a selection.

Scroll to the screen that mentions VGA Palette Snoop and make sure it is Disabled. Exit the BIOS, saving the changes.

When the PC restarts itself, let us know whether the problem is resolved

You might need to delete any new entries in the Startup menu and then reboot again.

Pctptt.exe is the country selection Control Panel applet for your modem. In Control Panel, double-click the Country Selection applet is there is one, select the country that you are in and then get it to save that setting. If you don't see the option, you might need to go into the Modems applet in Control Panel and set it from there.

Reboot once that's done and see if the problem persists.

If it does, it might be best to delete your modem and re-install it (you'll need the drivers disk).
