sounds like you need to reload your video drivers.
have you checked the Device Manager?
also try this scan & post back the results in order to ID your video device:

i cant run that scan because the computer with the problem does not have an internet connection
is there any other way i can get u the ID

My Computer > Properties > Device Manager > Sound
Or perhaps you know the details of: Standard PCI Video Adapter (VGA)
-
i dont known what you mean by sound i looked in there but didn't find anything
my video card has this written on it

Video Adapter - Standard PCI Graphics adapter (VGA)

In XP there is a tab for "Sound, video & game controlers" (sorry
my ME skills are meager
)
Also there is Display Adapter?
But you seem to have narrowed it down with: s3 Trio 3D Onboard NDC3BB86C3659850C4651.00
There are several drivers on this site but only one for ME & onboard:
S3Trio 3D Onboard driver W9X_650.ZIP [more] Windows ME Sep 25, 2001
You will find it about halfway down the list. To download you can use the

password: all

It didn't work
do you think i should try just getting a new video card or do you think that may be too pricey at the moment

Did this computer ever work the way you want it to? In other words did this problem just happen?
Are you unable to adjust the resolution via the Control Panel?
What about thru the Device Manager?
What about from the Run box type in: dxdiag
Check the Display tab.
