after having my cpu in storage for awhile, i went to bring it back up, and after receiving normal start up, i got the message NO OPERATING SYSTEM FOUND. any suggestions?

Most likely the HDD fails to boot due to either missing or corrupt windows installation. Could also be some prob with the partition. What about booting up with a DOS/Windows bootdisk and then check the HDD ?
Is you HDD detected by the BIOS?

Well, i found a bootdisk, and i started to install the new operating system. I get to the step where it partitions the hard drive. Then, i get the message:'Verifying drive integrity". then when it reaches 4%, i get the message "Write protect error writing fixed disk". Does that mean my hard drive is toast?
